Resizing, compressing and converting are three different jobs

They get confused constantly, and picking the wrong one is why people end up with a blurry image that is still too large. Resizing changes the pixel dimensions — a 4000 × 3000 photo becomes 800 × 600. Compressing keeps the dimensions and stores the same picture less precisely. Converting changes the container and the encoding, but not what the picture is.

For a hard upload limit, compression is the tool, and the target-size pages aim at a specific number in KB rather than making you guess at a quality slider. For a display size — a profile picture, a thumbnail, a banner — resizing or cropping is what you want, because sending a 12-megapixel photo where 600 pixels are shown wastes bandwidth without adding anything visible.

On format: JPG for photographs, PNG when you need transparency or perfectly sharp edges on text and flat colour, WebP when you control the destination and want both. WebP is typically 25–35% smaller than JPG at matching quality, but plenty of government and banking upload forms still reject it, so check before you rely on it.
